How we estimate
Transfers are change-of-venue moves: proceedings with a transfer-in date whose previous hearing base city (origin court) differs from the current base city (destination). Hearing shift = first hearing scheduled in the destination proceeding minus the last hearing that had been set in the origin proceeding, counted only when that origin hearing was still in the future on the transfer date ("measured" cases); positive = later. Still waiting = destination proceeding open with no future hearing on the calendar. A move is attributed to the month of the transfer-in date. Correlation only: a later or earlier hearing does not mean a transfer would be granted or advisable.
