Immigration Court Grant Rates, Backlog & Trends

Grant rate = asylum grants / (grants + denials) for applications decided in the period (one claim per proceeding, ASYL preferred over ASYW; decision month = proceeding completion date). grant_rate_all_completions also counts withdrawn, abandoned and other closures in the denominator (closer to EOIR's published rate).
