Asylum Grant Rate for Dominica Nationals in US Immigration Courts

Grant rate = asylum grants / (grants + denials) for applications decided in the period (one claim per proceeding, ASYL preferred over ASYW; decision month = proceeding completion date). grant_rate_all_completions also counts withdrawn, abandoned and other closures in the denominator (closer to EOIR's published rate). Rates from fewer than 2 merits decisions are flagged low_sample. best/worst courts need at least 30 decisions.
